Planning and Zoning
In October 2000 the
Carlton City Council adopted a 20 year Comprehensive Plan for
the City of Carlton. This plan is intended to be used as a
“blueprint” for the future based on a shared vision, and
consisting of policies and strategies to achieve that vision.
It enables the City to guide its future development and adopt
ordinances and other official actions to implement the plan.
The Comprehensive
Plan will be used as a guide by City decision makers to make
land use, zoning, capital and public improvement, and future
development decisions. It is intended to be flexible and not be
interpreted to literally. The plan serves as a frame of
reference for the making of these decisions and is available for
public review in the administration office.
Using the
Comprehensive Plan as a guide, and following public input, the
City Council redefined the city’s zoning boundaries and adopted
a new Zoning Ordinance in January 2003. The zoning ordinance
will be used to determine land use regulations within the city.
It is a lengthy document which will be reproduced for a fee upon
request; but is available for public review in the
administration office.
City Administrator CJ Van Guilder is the Zoning Administrator, and
